Congressman Gerald Ford presents the Greater Williamsport Jaycees Outstanding Young Man Of The Year award to Fred M. Plankenhorn in May 1970
Ford went on to be President from 1974-1977.
At least, that's how the photo is labeled. I cannot explain why a congressman from Michigan would be presenting an award in Williamsport. I'll leave this here for further research another day.
