A water powered generator was located on Penns Creek, with a substation in Miffllnburg. Since Penns Creek proved to be unreliable, with occasional low water levels and ice blockage in winter, two supplemental diesel engines were installed in 1907.
In 1929, an offer from PP&L to purchase the plant and franchise was declined. Although two years later in 1931 a contract was signed that committed the Mifflinburg Light Plant to purchase its power in the future from PP&L.
"The Borough of Mifflinburg is one of only 35 municipalities in Pennsylvania that provide electric service to residents. The Borough distributes and sells electricity within its corporate limits, which provides revenue to support municipal services to residents. Most other municipalities in the Commonwealth must charge a real estate tax to manage their budgets. Mifflinburg’s revenue structure helps spread the Borough’s costs over the entire population rather than just property owners. At the current time, Mifflinburg Borough does not impose a real estate tax.
The Borough began providing electricity in 1902 using power generated by a hydraulic power plant located near Millmont. In September of 1907, electric meters were installed and in 1931 a new substation was built at which time the Borough began to purchase power from Pennsylvania Power and Light Company. The Borough continues to purchase power on behalf of the residents today.
